- NASA/JSC plans to issue a Request for Offer (RFO) for lease of approximately 47,000 sq ft of hangar and support space at 8101 and 8102 Boeing, El Paso International Airport, El Paso, Texas. The proposed contract action is for a four-year lease with 3 additional two-year option periods for approximately 47,000 sq ft of hangar and support space of which 20,000 sq ft requires a minimum ceiling height of 35 ft to handle NASA-owned Grumman Gulfstream II aircraft and other aircraft operations which otherwise cannot be procured through full and open competition. The hanger must comply with all City and Federal codes. Hangars must be secure facilities with adequate fire protection available. The hangars must have exit/emergency lighting, high bay lighting and a minimum of a 12.5 ton gas/electric air-conditioning unit to include an air distribution and ventilation system and restroom exhaust fans. One hangar must be able to be equipped with a 400 Hz frequency converter and DC power supply to provide the ability for external power to be supplied to NASA aircraft inside the hangar. Space must be available to install a service pad for the NASA owned washrack. Additionally space must be available to accommodate a NASA owned self-contained paint booth. Telephone and communications conduit must be available to provide communications between the hangars. NASA/JSC intends to lease the hangars from the City of El Paso, Texas, El Paso International Airport, El Paso, Texas. The authority cited states only one responsible source can satisfy the Agency's requirements. The approved source is the City of El Paso, Texas, El Paso International Airport, El Paso, Texas. FAR 6.302-1 authority and justification is 10 U.S.C. 2304(C)(1). This is a follow-on contract. Other sources are encouraged to identify themselves in writing and provide detailed supportative evidence to the contracting officer. The lease will begin approximately August 1, 2001. All responsible sources are encouraged to submit a proposal which shall be considered by the Agency. This procurement is being conducted under the NASA/JSC MidRange Pilot Test Prgram approved by the Office of Federal Procurement Policy on April 16, 1993. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. All responsible sources are encouraged to submit a proposal which shall be considered by the Agency. See Note 22. The RFO will be released on or about May 16, 2001.
