- Description
- U.S. Army White Sands Missile Range anticipates providing services to commercial entities under the provisions of Title 10 of the United States Code, section 2681. The general nature of the anticipated commercial work is as follows. White Sands Missile Range plans, executes and reports the results of Developmental Tests (DT) and integrated DT/OT (Operational Tests) on a variety of materiel and equipment for a wide spectrum of testing users. The Range is a multi-service test range whose function includes the support of missile and other weapon systems development and testing programs for the Army, Navy, Air Force, National Aeronautics and Space Administration (NASA), other government agencies and private industry. White Sands provides a diverse range of testing support including missiles and other weapon systems, weapon system components, electronic equipment, communication systems, tanks, trucks, military clothing, radios, fire control systems, and others. State-of-the-art test facilities include the Open Air Range Complex (40 miles wide by 100 miles long) that supports seven simultaneous operations. White Sands has many other testing facilities that operate independently and simultaneously from the Open Air Range Complex as well as from each other. These facilities include the General Nuclear Effects Complex, the Electromagnetic Pulse Facility, the Pulsed Laser Vulnerability Test System, the Electromagnetic Radiation Effects Laboratory, the BIG CROW airborne electromagnetic effects laboratory, dynamic testing facilities (shaker tables), fixed and portable climatic facilities (heat, cold, wind, dust, fog, humidity, and rain), Warhead Impact Test areas, the Hazardous Test Area, the Aerial Cable Range, and the Small Missile Range. White Sands has developed a broad range of instrumentation, equipment capabilities, and operational techniques specifically designed for each facility. To collect data during missile testing, for example, the sprawling range is equipped with a network of highly accurate optical and electronic instruments essential for valid and valuable testing. Sophisticated computer systems process and correlate the voluminous data to provide scientists and range users with timely and reliable performance records. There are more than 1,500 precisely surveyed instrumentation sites at White Sands and some 1,000 of the newest and most modern types of optical and electronics instrument systems. These include long-range cameras, tracking telescopes, interferometer systems, radars, and telemetry. For general use, radars, telemetry and optic systems include both mobile and fixed systems. A timing system provides fixed-timing rates, elapsed time and control signals. Control signals are combined into pulsed signals in standard format for distribution and utilization. Other range services include calibration, communication, meteorological, photographic, television, and aerial target support, along with relatively easy and fast recovery of test items to facilitate evaluation. Private sector entities are invited to submit expressions of capability to perform services of the same general nature as listed above. This information will be maintained in a file and made available to prospective customers for their use in determining if private sector enterprises may be able to satisfy their requirements. Information may be submitted at any time to Commander, USAWSMR, Plans, Policy, and Compliance Division, ATTN: STEWS-RM-P (Ms. Nancy Weinbrenner), White Sands Missile Range, NM 88002-5001. Questions concerning this notice may be directed to Ms. Nancy Weinbrenner at (505)678-3930 or by facsimile to (505) 678-1819.
