Description

The EPA intends to award a sole source purchase order to Onsite Energy Corp. Specialized technical assistance for the Distributed Generation/Combined Heat and Power (DG/CHP) Partnership, Energy Supply and Industry Branch. The program requires support that combines an expertise in actual project development (technical analysis, permitting, etc) with big-picture policy analysis. Based on work with DOE and the industry, the program office has found that the CHP industry in the U.S. is small, with project developers, engineers, and consultants specializing in one technology or in a specific market. Onsite Energy Corp. stands out as the only company that combines an expertise in policy analysis with real-work experience with CHP project development. The statement of work requires development of a paper on combined heat and power in distributed generation and new central generation; development of a catalog of distributed generation technologies; and project specific technical support for up to ten site assessments. It is the Government's intent to award a sole source Time and Materials Purchase Order. The period of performance shall be for a year. Alternate proposals will not be accepted. The NAICs is 541690.
