- Description
- NASA/JSC plans to issue a Request for Offer (RFO) for providing IP&CL standard-input data for the Mobile Servicing System (MSS) operations and control software. The International Space Station (ISS) Program has levied upon the Canadian Space Agency (CSA) Elements Manager the responsibility for: 1) Mobile Servicing System (MSS) Instrumentation, Program, and Command List (IP&CL) data production; 2) Production of MSS crew training software; 3) NASA coordination of MSS-related integrated software testing and resolution of resultant problems, and 4) Performance of various MSS-related engineering analyses. In addition, the Mission Operations Directorate (MOD) requires MSS expertise to provide training support for real-time ground flight controllers. NASA/JSC intends to purchase the items from MacDonald Dettwiler Space Robotics Corporation on a sole source basis pursuant to 10 U.S.C. 2304(C)(1). Presently, MDR is providing engineering and programming expertise support in the five areas described above, through the NAS 9-97003 contract to the CSA and Robotics Integration Manager. This contract will expire in the third quarter of FY01. A follow-on contract is needed to enable the Robotics and CSA Elements Manager to meet the schedule demands associated with the ISS Program. In addition, each of the above mentioned activities requires specific hardware and software expertise, available at MDR alone. These activities are strongly schedule constrained with respect to meeting Space Station launch dates and launch-dependant programmatic delivery dates. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 16, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the government.
