- NASA JSC plans to procure Center Security Support Services at the Johnson Space Center (JSC), including Ellington Field and Sonny Carter Training Facility, commencing on April 1, 2002. Center Security Support Services are currently provided by the Base Operations Support Services contract which ends March 31, 2002. The contract will result in a cost-plus-award-fee, performance based contract and will be written for an 18-month base, with three, 1-year options. The potential contract will require security support services of the complex JSC site including, but not limited to: security officers (roving, fixed, and special weapons assault), security inspectors, emergency operations, risk/bomb assessment, executive protection, locksmiths, classified waste disposal, and visitor control/badging. JSC is ISO 9001 and OSHA VPP Star certified. Intersted parties shall become site certified within 1 year of award of this contract. NASA plans to release a DRAFT Request for Proposal (RFP) @mid-April 2001. One of the purposes of the draft RFP is to allow intersted parties the opportunity to submit questions, comments, and innovative ideas; therefore, industry participation is encouraged. Industry inputs will be received up to 30 days after the draft RFP release date. A list of businesses which have expressed interest in participating in this procurement will be released with the draft RFP. A preproposal conference is anticipated May 3, 2001, prior to release of the final RFP. After incorporating results from the draft RFP, it is anticipated that the final RFP will be released June 2001, with proposals due mid-August 2001. A 60-days phase-in for the new contract is planned. The provisions and clauses in the RFP are those in effect through FAC 97-23. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a total small business set-aside. See Note 1. The NAICS Code and Size Standard are 56161 and $9M, respectively. The DPAS rating for this procurement is DO-09. All qualified responsible sources may submit a proposal which shall be considered by the agency. An ombudsman has been appointed. See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
