Description
The proposed contract action is for supplies or services for which the government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The government intends to make award to The Triplex Group Inc, (215)862-5077. This procurement is set aside for small business; only small businesses will be considered for award. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued. The solicitation number N00206-01-Q-E009 applies and is issued as a request for quotation. This solicitation document and incorporated provisions and clauses are those in effect through FAC 97-07 and DAC 91-13. The standard industrial code is 3089 and the business size in 500 employees. This requirement is for a fixed price contract for one item as follows: line item 0001: Roadguard barrier system; barriers are portable, temporary, water-ballasted polyethylene; barrier is 125 lbs empty, 1550 lbs when filled with water; barrier is 6ft long, 42 inches high, and 24 inches wide at the base; barrier has two "carry" slots, fork lift slots, and top insert slots for signs, screens & flashers; barriers are equipped with locking designs that keep barriers firmly connected; FHWA approved; meets all NCHRP 350 test level-3 truck & car crash test specifications; crashworthy to 60mph; color: safety orange (Quantity 100 each). Delivery of all items is required no later than 10May01. Items to be delivered F.O.B. Destination to Receiving Officer, Bldg 50, Naval Support Activity, 2300 General Meyer Ave, New Orleans, LA 70142. Acceptance to be made at Destination. The provisions at FAR 52.212-1, Instructions to Offerors -- Commercial Items, applies. Addendum to FAR 52.214-4: paragraph (o) Warranty -- add: "Additionally, the government will accept the contractor's commercial warranty." Add the following addendum clause: FAR 52.211-5, New Material. The clause 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders -- Commercial items applies with the following applicable clauses for paragraph (b): FAR 52.203-6, Restrictions on Subcontractor Sales to the Government -- Alternate I; FAR 52.222-26, Equal Opportunity, FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies with the following clauses applicable for paragraph (b): DFARS 252.225-7012, Preference for certain domestic commodities, and DFARS 252.225-7001, Buy American Act and Balance of Payments Program. The government intends to award to the responsible contractor whose quotation is the most advantageous to the government considering price and price-related factors. This solicitation will be evaluated on the following factors: price related, technical and past performance are equal in importance. Quotations must be received no later than 3:00p.m., local time, 10 April 01. Quotations sent via the U.S. Postal Service should be mailed to Supply Officer, 2300 General Meyer Avenue, Naval Support Activity, Bldg 11, New Orleans LA 70142-5007. All quotations not sent through the U.S. mail will be considered to be hand carried and direct delivered. Hand carried quotations must be delivered directly to the Purchasing Department, Bldg 11, Naval Support Activity, 2300 General Meyer Ave, New Orleans LA 70142-5007. Direct delivery of offers is only possible during weekdays, excluding federal holidays, between the hours of 8:00a.m. and 3:00p.m., or via fax number (504)678-2430.
