Description

Notice of intent to negotiate a sole source contract with the Pacific States Marine Fisheries Commission (PSMFC) for the National Marine Fisheries Service-SW Fisheries Science Center (SWFSC). Purpose of proposed contract is to provide sampling of Pacific albacore in Washington, Oregon, and California. Contractor will maintain the system for distribution and collection of U.S. Pacific albacore logbooks. Fishermen are submitting landing information to State agencies. Work to be performed under proposed contract is a continuation of previous contracts. PSMFC in coordination with the states of California, Oregon, and WAshington distributes to and collects logbook data records from albacore fishermen. Collection of this data is mandatory under the High Seas Fishing Compliance Act. Proposed contractor must have access to confidential information of the three states to obtain individual landings and number of vessel trips by port during the fishing year.
