Description
The United States Agency for International Development (USAID) Bureau of Humanitarian Response, Food for Peace (BHR/FFP) office contemplates the issuance of the "Institutional Support Services" Request for Proposals (RFP) on or about April 9, 2001. The RFP is a total (100%) small business set-aside, single award, cost plus fixed fee term contract with a base period of performance of three-years, plus a two year option to extend. Services will assist BHR in its achievement of bringing Title II activities in line with USAID's strategic objectives. BHR will realize its goal of well-managed Title II activities under three USAID strategic objectives: SO 1 "Emergency Programs: meeting critical food needs of targeted populations"; SO2 encompasses development programs -- "increased effectiveness of BHR/Food For Peace's partners in carrying out Title II Development activities with measurable results related to food security with a primary focus on household nutrition and agricultural productivity". The current strategic plan (SP) ends in 2001 thus the new Strategic Plan will encompass SO1 and SO2 and will focus on progress to date which shall entail positioning the SO1 team to strengthen the linkages between BHR/FFP's SO1 and USAID's overarching humanitarian assistance objectives. The SO2 Team proposes to increase the focus of the new Strategic Plan on the food security results achieved by Title II development partners, while placing equal attention on building the capacity of USAID partners and food aid managers. The solicitation requires administrative, technical and program support in the planning, management, monitoring and evaluation of Title II development and emergency program, and institutional support assistance programs to Cooperating Sponsors (CS) and other BHR/FFP activities. For example, provide technical and administrative support for the implementation, monitoring and coordination of emergency food aid for the BHR/FFP Emergency Programs Division; develop or modify technical training strategies and modules, and coordinate and facilitate training sessions on Title II food aid for emergency and development programs; provide data and operational support to BHR/FFP (BHR/FFP/EP) using the Food for Peace Information System (FFPIS) (database management system); and support the review, administrative, monitoring, and evaluation process for Section 202(e) funds, transfer authorizations and Institutional Support Assistance made to Cooperating Sponsor organizations involved in developing and/or implementing Title II programs as well as other activities.
