Description
The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis with All Kids Count (AKC) National Program Office of the Task Force for Child Survival and Development for the purpose of identifying those States demonstrating best practices in the integration of newborn metabolic screening programs with other public health programs and their information system. This is a notice of intent, not a request for competitive proposals. The major focus of this procurement will be to: 1) describe the State planning process; and 2) address collaboration, provider participation, technology standards, policy and long-term sustainability. This information will be developed into case studies to be used by the Maternal and Child Health Bureau (MCHB) to strengthen and support the development of the public health infrastructure for newborn screening. The decision to award the contract on a sole-source basis to All Kids Count is based on the unique capabilities that this model is the intellectual property owned and developed by the AKC Program of the Task Force for Child Survival and Development to promote improvements in immunization rates of children and to advocate for better health and equity throughout the world. In addition, AKC has developed techniques that have been demonstrated to be highly effective in improving immunization coverage. AKC's experience with immunization registries has included elements that are essential to the success of the Child Health Information System (CHIS). This unique expertise is required to provide MCHB's Genetic Services Branch with the technical capability to assume a leadership role in this initiative. Therefore, the Government has determined All Kids Count (AKC) as the only responsible source capable of providing the required services under this contract.
