- Description
- The Center for Substance Abuse Treatment, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding one (1) or up to five contracts under this acquisition for "Implementation of Accreditation of Opioid Treatment Centers". We are contemplating awarding a CPFF 1 year plus 4 Option years. The Center for Substance Abuse Treatment (CSAT) seeks to enter into a contract with an accreditation body. Accreditation bodies seeking to make an offer under this acquisition must be already certified by SAMHSA under 42 CFR __ 8.3-8.6 at the time of the contract award. The accreditation process mandated by the Final Rule on narcotic treatment programs published in the Federal Register on January 17, 2001 shall begin on May 18, 2001. For further information on accreditation process please refer to page 4092 of the Federal Register/Vol 66 dated 01/17/2001. The purpose of this contract is to develop a set of accreditation standards, identify and train surveyors, and survey and determine the accreditation status of opioid treatment programs. If more than one accreditation contract is awarded, the accreditation contractors shall work together collaboratively towards this purpose and the goals set forth below. The overall Federal purpose is to improve the treatment provided in opioid treatment programs and to insure that Opioid Treatment Program (OPTs) meet certain minimum standards of care. CSAT also desires to assist the opioid treatment field in becoming more compatible with mainstream healthcare and to improve access to opioid treatment. The North American Industry Classification for System (NAICS) Code for this acquisition is 541720 . DRAFT Statement of work, and DRAFT performance standards criteria will be posted on SAMHSA's Internet website at http://www.samhsa.gov [see Contracts] on or about Monday, March 26, 2001. The DRAFT items are posted in order to obtain industry comments, and industry compatible standards, if applicable. Interested Parties are encouraged to review the draft items and send comments electronically hpollard@samhsa.gov . Comments will be received until April 01, 2001. The estimated issuance date of RFP 270-01-7082 is April 05, 2001 with proposals due approximately May 7, 2001. The solicitation may be obtained in either of two ways; by mail, or electronically, by downloading a file from the World Wide Web at http://www.samhsa.gov/contracts/contracts.html Files will not be made available on the World Wide Web until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above that you wish copies of amendments to the RFP (if any) sent to you by mail or check the Web regularly for amendments which will also be posted there and can be downloaded electronically. This is a full and open competition, all responsible sources may submit a proposal which shall be considered by SAMHSA/CSAT.
