Description

NASA/GRC plans to issue a Request for Quotation (RFQ) for iSight PRO Version Floating Perpetual License This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GRC intends to purchase this item from ENGINEOUS SOFTWARE, INC. NASA/GRC intends on purchasing a new floating license of iSight Plus, an upgrade to node locked license of isight Pro, and one year of software support for the two licenses. Engineous Software, Inc. is the developer of the iSight Software Suite and contains the breadth of optimization techniques, multiple numerical optimization, multiple exploratory, and multiple expert system tecniques not available elsewhere. THE AUTHORITY FOR OTHER THAN FULL AND OPEN COMPETITION IS U.S.C. 2304(c)(1) The Government intends to acquire a commercial item using FAR Part 12. Organizations that believe they are capable of performing the described work may submit their capabilities and qualifications to perform the effort IN WRITING to the identified point of contact not later than 4:30 p.m. local time on Monday, April 9, 2001. Such capabilities/qualifications will be evaluated SOLEY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCURMENT ON A COMPETITIVE BASIS. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. THIS IS NOT A COMPETITIVE ANNOUNCEMENT -- IT IS A SOLE SOURCE ANNOUNCEMENT, PLEASE DO NOT REQUEST A COPY OF THE SOLICITATION -- NO COMPETITIVE SOLICITATION WILL BE ISSUED AS A RESULT OF THIS ANNOUNCEMENT. If the government decides that this work will be competed, a competitive announcement and accompaning solicitation will be issued at that time. An Ombudsman has been appointed.
