Description
This is a sources sought notice for the US Naval Air Warfare Center, Aircraft Division (NAWCAD) of Patuxent River, MD. PURPOSE: NAWCAD is conducting a market survey to determine the interest and capability of Industry to participate in a competitive acquisition. Responses to this notice will form the basis of the Government's decision to offer this requirement on a restricted or unrestricted basis. This sources sought notice is seeking potential sources who can provide engineering and technical support services for tasks that contribute to the research, design, development, test and evaluation, production, deployment, and maintenance of Air Vehicle Fire/Explosion Protection and Extinguishing Systems and related crew safety systems. This support is intended to enhance military and commercial aircraft safety and survivability for pilot, aircrew, and passengers by maturing, tailoring and implementing technologies for fire/explosion protection and extinguishing. The contract shall provide necessary labor, materials, technical support, and travel for the tasking involved. Tasks shall include but are not limited to areas such as: systems engineering, systems integration and compatibility, analytical studies, data generation and analysis, strategic program planning support, modeling and simulation, and the establishment and maintenance of a Web-based Knowledge Management Database. Areas of expertise anticipated for task areas include ullage and dry bay fire/explosion protection systems, fire detection systems, network centric warfare, halon alternative fire protection technologies, CFD-based modeling and simulation, crew safety systems and equipment, knowledge management systems, and air vehicle subsystem research and development. RESPONSES: Responses to this sources sought notice shall include the following seven pieces of information: (1) brochure of the company's capabilities, (2) company name and address, (3) name/phone/fax/email of company point of contact, (4) DUNS number, (5) Cage Code, (6) Tax ID number, (7) business size; Large, Small, Small Disadvantage, 8(a), HUBZone and/or Woman-Owned. The appropriate North American Industry Classification System Code (NAICS) is 541710 size standard 1000 people. Response information is to be submitted to NAWCAD Contracts Office by 4:00 p.m. April 5, 2001. Telephone response will not be accepted. All technical questions concerning this notice must be submitted in writing by March 27, 2001 and emailed to the above email address. Answers to technical questions will be posted at NAVAIR Contracts web-site http://www.navair.navy.mil/business/ecommerce/synopndx.cfm under number 01-R-0182. INFORMATION: This notice IS NOT a Request For Proposal (RFP) or Invitation For Bid (IFB), nor does the Government intend to pay for any information submitted in response to this sources sought notice. This notice is intended for informational purposes only. No cost data should be submitted. No formal solicitation is available at this time. In approximately 60 days the Government intends to issue a formal synopsis advertising the competitive procurement; which will be issued prior to release of the RFP solicitation. This sources sought notice does not commit the government to awarding a contract. All responses will be kept confidential and will not be binding for the Government or the contractor. Proprietary data MUST be marked as such, on a page-by-page basis and will be kept confidential and protected where so designated. Interested sources should clarify if their support/product is commercially available or if their support/product would be a non-developmental item that could be modified to meet the governments needs. PLEASE NOTE: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for a contract award or payment from any DOD activity. In addition, an office located within 25 miles of the Patuxent River, MD NAVAIR offices is preferred.
