Description

NASA/LaRC intends to purchase support from Rockwell-Collins on a sole-source basis for the design and modification of the Flight Control Computer (FCC) for the NASA owned and operated Boeing 757-200 research aircraft. This purchase will be made under the authority of 10 U.S.C. 2304(c)(1) pursuant to FAR 6.302-1. Rockwell-Collins is the only known source that has the requisite capability to perform this effort and owns the proprietary data rights required to perform this effort. The design and modification of the FCC software by any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, cause unacceptable delays in fulfilling the agency's requirement that would negatively impact critical research milestones on future projects, and increase the chance of design/fabrication flaws in the 757 aircraft creating an unacceptable level of safety risk to the crew, the aircraft, and potentially the public.
