Description

Naval Research Laboratory intends to award, on other than full and open competitive basis, to Sonex Research Incorporated to purchase one each heavy fuel engine, and two each extender HFE's. "See Note 22." Sole Source purchase is to ensure the development of a heavy fuel engine system, which does not require the addition of a system lubricant and applicability to small lightweight engines.
