Description
NASA/LaRC is hereby soliciting information for potential sources for a commuter aircraft to be used in an Aviation Safety Program project. The aircraft shall be used to conduct crashworthiness research. The aircraft does not have to be flyable/operational. It must meet the following specifics: 1. The aircraft must be a low, wet wing airplane (no rotorcraft). 2. The aircraft can be a retired airplane, preferably a recently retired aircraft, retired within the last year. 3. Aircraft must be comparable to currently flying low-wing commuters -- no models earlier than 1970. 4. Tracking history for aircraft is required. 5. The maximum take off weight must be between 45,000 lbs. and 65,000 lbs. 6. The landing gear must be lockable and retractable. 7. The aircraft must have engines. Engines do not have to be operational. 8. Instrumentation panel must be in place. Instruments and radios are not required. 9. Overhead stowage bins are not required. 10. The aircraft must have a 20 passenger minimum capacity. 11. At least five passenger seats are required. 12. Seat rail system must be intact. 13. Pilot and co-pilot seats are required. 14. Pilot and co-pilot yokes are required. 15. Fuel system/wet wing must hold fluids. 16. Corrosion damage that reduces the structural integrity of the aircraft is not allowed. 17. The aircraft availability shall not be a result of accident or incident that resulted in damage that compromises the structural integrity of the aircraft. No crashed aircraft! 18. Aircraft fuselage, wings, empennage must not have damage that compromises the structural integrity of the aircraft. 19. The aircraft can not be structurally modified. 20. Please provide a ROM estimate for the aircraft as well as a separate estimate for transportation of the aircraft to NASA Langley. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized in the CBD and on the NASA Acquisition Internet Service. It is the potential offerors responsibility to monitor these cites for the release of any solicitation or synopsis. Vendors having the capabilities necessary to meet or exceed the stated requirements are invited to submit appropriate documentation, literature, brochures, and references. Please advise if the requirement is considered to be a commercial or commercial-type product. A commercial item is defined in Internet "Note A". [INTERNET ONLY (commercial product definition)] This synopsis is for information and planning purposes and is not to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Respondents deemed fully qualified will be considered in any resultant solicitation for the requirement. The Government reserves the right to consider a small business or 8(a) set-aside based on responses hereto.
