Description

Project work includes the construction dredging of St. Lucie Inlet Impoundment Basin to a required depth of 18 feet with a 2 feet allowable overdepth removing approximately 214,000 cubic yards of rock and approximately 100,000 cubic yards of sands with placement of material in Donaldson Reef Site located in the Atlantic Ocean approximately 3.5 miles northeast of St. Lucie Inlet. Work also includes turbidity and disposal monitoring and endangered species observers. ATTENTION: The Contractor should expect sea conditions with waves 3 feet or greater in height a majority of the time in the project area. Equipment needed may include, but not be limited to, the following: Hydraulic Excavator Dredge, 3,000 CY Scows and attendant floating plant. PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the Government. Best value will be determined by a trade-off process that combines non-price and price factors. All evaluation factors other than price, when combined, are approximately equal to price. The following factors will be used to determine best value: Price, Past Performance, and Technical Merit. Construction time is 199 calendar days. Magnitude of construction is between $5,000,000 and $10,000,000. Solicitation will be issued on or about 13 April 2001 and close on or about 15 May 2001.
