Description
This is a modification to the Presolicitation Notice to the CBD issued June 20, 2000. New one-story building of approximately 32,000 square feet area, including office, instructional and veterinary care (animal handling and medical treatment) spaces. Construction includes: concrete foundation and floor slab; steel structural framing; modified bitumen membrane and concrete tile roofing; steel stud exterior and interior wall framing; limestone veneer and EIFS exterior wall finish; drywall, ceramic tile and fiber-reinforced plastic interior wall finish; drywall and acoustical lay-in ceiling finishes; carpet, ceramic tile and resilient floor finishes. Includes demolition of existing building structures and associated HTW disposal. Site work includes: draining ponds and structures, chain link and decorative fencing, concrete walks and curbs, asphalt paving, and turfing with minimal landscaping. The plans and specifications will be placed on Compact Disk (CD-ROM) and will be provided free of charge. Plans and specifications will not be provided in a paper hard copy format. Notification of amendments shall be made through 3.5" diskette, CD-ROM and/or the Internet. However, the Government reserves the right to use only the Internet as notification of any changes to this solicitation. It is therefore the contractor's responsibility to check the following address daily for any posted changes to this solicitation. Contractors may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: "http://ebs.swf.usace.army.mil". This is an UNRESTRICTED solicitation. Offerors from all qualified business concerns are solicited. Proposals from large business firms must comply with FAR Clause 52.219-9 regarding the requirement for submission of a Subcontracting Plan. The Fort Worth District subcontracting goals are for specified percentages of the contractor's total planned subcontract amount to be placed with the following: Small Business 61.4%; Small Disadvantaged Business 9.1%; Women-Owned Small Business 5.0%; American Veteran-Owned Small Business -- 3.0%; Disabled American Veteran-Owned Small Business -- part of above stated 3.0%; Historically Black Colleges & Universities/Minority Institutions (where applicable) 2.0%; and HUBZone Small Business 0.5%. Estimated Cost Range: $5,000,000.00 to $10,000,000.00. The North American Industrial Classification System (NAICS) code applicable to this project is 233320, Commercial and Institutional Building Construction, which corresponds to SIC Code 1542. The Small Business Size Standard is $27.5 million. Solicitation to be issued on or about 12 April 2001. Proposals due on or about 15 May 2001. Duration of the project is approximately 450 calendar days. Offers must be registered with the Central Contractor Registration (CCR), in order to receive a government contract award.
