Description
USAID/Haiti (hereinafter known as USAID) intends to issue a Request for Proposals (RFP) to solicit proposals from U.S firms capable to implement an estimated one-year contract for the transition of its Education 2004 Activity within the Strategic Objective (SO)"Increased Human Capacity". Education 2004 (ED 2004) is the Mission's principal vehicle for achieving this objective. Implemented since 1997 by the Academy for Educational Development (AED), this project is comprised of two interrelated sets of activities which are together intended to bring about improved system performance and, therefore, improved educational quality. (1) The Service Package is focussed on improving the quality of teaching and learning at the school level. It consists of the provision of training, radio education, equipment and materials, and PTA/community mobilization, for a group of 5-6 mutually supportive schools that share resources, called a "Cluster." (2) The Policy Package is focussed on system reform through policy articulation at the national level and policy execution at local levels. the principal vehicle for pursuing policy reform is the partnership commission and its structured approach for encouraging change through private-public collaboration. USAID/Haiti is seeking proposals from offerors to manage on-going project activities for a 12-month period beginning August 1, 2001 and ending August 1, 2002. This one-year period will be henceforth referred to as the "Transition Year," to indicate that it will serve primarily as a period for planning and preparing for, a follow-on project, tentatively called ED 2010. ED 2010 will continue the earlier emphasis on improving the quality of education through service and policy activities, and building on the foundation established by ED 2004. USAID/Haiti intends to award a contract for implementing ED 2010 in February 2002. In support of the above activities, the contractor will establish a project office in port au prince. The office will have the managerial and administrative authority and responsibility to assure the satisfactory functioning of the contractor in Haiti. The preferred method of distribution of USAID procurement information is via the Internet or by request of a solicitation on a 3.5" floppy disk.
