Description

NASA/GSFC plans to issue a Request for Quotation (RFQ)972-22486-709 for a Litton LN-100G Inertial Navigation System with Imbedded GPS Receiver capable of providing both Arinc 429 and 1553 output data streams. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/GSFC intends to purchase the items from Litton Systems, Inc.,Guidance and Control Systems Division of Woodland Hills, CA, manufactures the LN-100G system required for backup and use on NASA Aircraft involving precise navigation data during scientific airborne missions and the only authorized repair facility for the Litton navigation systems and components. The accuracy and updated technology incorporated into the Litton LN-100G Inertial Navigation System is depended upon for use on NASA aircraft, is essential and can not be equaled by a substitute navigation system. The specific features are not available from any other manufacturer. The statutory authority for Other Than Full and Open Competition is 10 U.S.C.2304(c)(1), Only One Responsible Source. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on 4/13/01. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
