THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Synopsis/Solicitation F30602-01-Q-0353 is being issued as a REQUEST FOR QUOTATION (RFQ) incorporating provisions and clauses in effect through Federal Acquisition Circular 97-23 and DFARS change notice 20001213. By Rhode & Schwawz OR EQUAL.P/N SMHU58, 100 KHZ to 4.3 GHZ with I/Q Modullator and Broadband FM + fast Hop Bus.Generator to include CMDA Coder ZZA94-Rackmount option 06. Must also include a 12 month warranty and FOB destination. Quantity 1 each. A single vendor must furnish all items. Partial award will not be considered. Other vendors must indicate their interest within 15 days of this advertisement. Anticipated date of order placement is 12 April 2001. Only Small Business will be considered but only if responding with clear and convincing documentation that the proposed items meet or exceed the characteristics of the brand name described at a cost sufficiently more advantageous than the schedule contract names. All equipment shall be of the manufacturer's latest revision. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the specifications or the terms and conditions, are not considered to be "significant concerns" and should be communicated directly to the Contracting Officer, Zakala Shirley, email zakalas@rl.af.mil. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
