Description
The Broadcasting Board of Governors (BBG) and International Bureau of Broadcasting (IBB) intends to negotiate the subject commercial acquisition for the replacement/upgrade of Veritron power controllers for their IBB Tinian Relay Transmitting Station, Commonwealth of Northern Marianas Islands on a noncompetitive/sole-source basis with Thomcast AG pursuant to the authority of 10 U.S.C. 2304 (c)(1). The subject Veritron power controllers were part of the SK55 transmitters that were originally designed and built by BBC and ABB prior to the takeover/merger of these companies by Thomcast AG. The proposed replacement Power Controller is a device now being used by Thomcast AG in the Veritron application in all their new SK55 transmitters. The original Veritron controller is obsolete and no longer supported by Thomcast AG. The complete proposal includes the retrofit and interface modification of the Tinian transmitters by experienced Thomcast AG engineers who will verify and test to insure that the new replacement controller are interfaced properly with existing IBB telecommunications equipment. Replacement, commissioning and measurement is being performed and tested to preclude the more expensive worst case scenario of transformer replacement. Full and open competition is not feasible due to fact that implementation requires Thomcast AG on-site expertise. Interested firms may submit their written statement of interest, which shall contain a brief written summary of their specialized technical qualifications and experience to Mr. David Lum, by facsimile at (202) 260-0855 and received not later than 3:00 p.m., EDT, April 11, 2001. Oral expressions of interest will not be accepted. Any questions related to this proposed action shall be submitted in writing to the attention of the Contracting Officer. All written expressions of interest shall specifically reference this CBD Notice by its title and date of publication. This CBD Notice is not a RFQ, RFP, or an IFB. See Numbered Note 22.
