Description
The Commanding Officer, Atlantic Division, Naval Facilities Engineering Command requires all labor, supervision, tools, materials, equipment, transportation and management to provide a collection point to receive refuse delivered on behalf of the Government which will include non-hazardous putrescible and nonputrescible solid waste, unused medical supplies, condemned food, sewage sludge and non-hazardous industrial waste. The Contractor must have the capability to convert the refuse into steam and electricity for the Norfolk Naval Shipyard, Portsmouth, Virginia. The NAICS is 562998 and the size standard is $5,000,000.00. The Southeastern Public Service Authority is the only known source which can meet this requirement without a disruption to continuing operations. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. The desired contract vehicle will be a firm-fixed price contract with a base year and four (4) options. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is NOT a Request for Proposals. However, all proposals received within 30 days after issuance of a Request for Proposal will be considered by the Government. See Note 22
