- The Naval Air Warfare Center-Aircraft Division, Patuxent River, MD (NAWCAD-PAX) announces a program sponsored under Dual Use Science and Technology (DUS&T). NAWCAD-PAX invites qualified U.S. industry contractors to participate and assist the Navy in its effort to create and implement a strategy for further developing and marketing NAWCAD patents. In accordance with the requirements of the DUS&T program, the offeror must bear at least 50% of the cost of the effort. Furthermore, at least 50% of this cost share must be high quality (i. e. cash, labor or consumable materials). The Government is willing to provide matching funding of approximately $800,000. Award of this competitive procurement will be made using a type of non-procurement award instrument called Technology Investment Agreements (Other Transactions and Cooperative Agreements). These instruments are not subject to the Federal Acquisition Regulation but instead are governed by the DOD Grants and Agreement Regulations (DODGARs). Technical Background: The purpose of the NAVAIR Technology Commercialization Initiative (NTCI) is to provide for the further development of Navy-patented technologies and commercial technologies both for the Fleet and for U.S. commercial positioning in the domestic and global marketplace. This pilot program will concentrate on those Navy-patented technologies held by NAWCAD-PAX. Specifically, NTCI will develop the processes and tools to successfully market, transfer, and commercialize NAWCAD-PAX patented technologies and to successfully increase the availability of Commercial-Off-the-Shelf (COTS) technologies to the Navy. The primary goal is to increase revenues to NAWCAD-PAX through licensing arrangements. This effort will draw upon the expertise and existing networks of existing regional businesses to match technologies to needs for NAWCAD-PAX and the commercial sector. Agreement Taskings: The successful offeror will be provided with the NAWCAD-PAX portfolio of patented technologies with all available accompanying literature and information detailing these technologies. Agreements entered into may include (but not be limited to) the following requirements:  Establishment and use of a Pre-Commercialization Funds (PCF) Program to provide funds to subcontractors for use in pre-commercialization efforts necessary to transition NAWCAD-PAX patented technologies to products for the domestic and global marketplace.  Identification and prototyping of a process (or processes) which will be used by the contractor to identify possible PCF subcontractors and to match NAWCAD-PAX and commercial technologies to commercial and Fleet needs, respectively.  Establishment of an NTCI board consisting of representatives from both the contractor and NAWCAD-PAX to oversee performance, monitor progress, and select PCF subcontractors with monthly (or quarterly) board meetings.  Negotiation and monitoring of PCF program efforts. Offerors shall provide NTCI metrics including, but not limited to, the following:  # of companies contacted for possible matching  # of companies entering PCF negotiations  PCF Program funding and performance metrics  Documented processes with accompanying recommendations for future use/modifications.  NTCI lessons learned (pro's and con's)  NTCI successes/highlights Responding to this Announcement: Offerors must be a for-profit company or have at least one for-profit firm on its team. The Government reserves the right to enter into any number of agreements; however, due to limited funding, it anticipates entering into one agreement. Interested offerors are required to submit two (2) copies of a proposal, which is not to exceed twenty (20) pages, on their proposed approach. The proposal should be formatted as follows: Section A: Title, period of performance, estimated cost of effort, and name of company. Section B: Task objective including the following: 1) Discussion/certification of availability of funds for cost sharing purposes. 2) Company history and capabilities regarding NTCI. 3) Company position regarding interest in submitting a proposal for competitive procurement of the NTCI. 4) Primary points of contact and titles for personnel that will be available for interaction with the Navy. Section C: Technical summary 1) Description of method proposed to market NAWCAD-PAX patented technologies for their transfer to and commercialization by local, state, and U.S. industry. 2) Description of method proposed to increase the availability of COTS technologies to the Navy. 3) Summary of anticipated contributions relative to anticipated tasking. Those proposals found to be consistent with the intent of this announcement and of interest to the Government may be invited to participate in an agreement or other transaction. The cost proposal shall be submitted in a format in accordance with FAR 15.403. Companies may be required to provide a one-hour oral briefing to the Government outlining the information contained in the proposal. Criteria for Selection of Agreement Holders: The selection of one or more sources for entering into an agreement will be based on the technical merit of the proposed approach compared to the cost of the proposals, in view of the availability of funds. The merit of the proposal shall be determined by the following criteria: 1) The contractor's demonstrated understanding of the technical issues related to the marketing of NAWCAD-PAX patented technologies, 2) The contractor's capabilities which are integral factors for achieving the proposed objective, and 3) Proposed matching contributions. The scope of agreements will be tailored appropriately to the number of acceptable responses. The Government will select potential participants to enter into agreement(s) based on review of the proposal and evaluation of subsequent proposal submissions in response to this announcement, including oral briefings as outlined above. This announcement is an expression of interest only and does not commit the Government to enter into any agreements or to pay for any response preparation costs. The cost of proposal preparation for response to this announcement is not considered an allowable direct charge to any resulting contract or any other contract. THIS SPECIAL NOTICE CONSTITUTES THE GOVERNMENT SOLICITATION FOR OFFER. A FORMAL REQUEST FOR PROPOSAL OR SOLICITATION WILL NOT BE ISSUED. In order to meet critical acquisition milestones, proposal submissions must be provided by 23 April 2001. Early submission of the proposal is encouraged. Agreements may be made at any time up to 3 months after publication of this announcement. Any negotiations that may be necessary will be conducted between the offeror and the Contracting Officer. Offerors are cautioned that only Contracting Officers are legally authorized to commit the Government.
