Description

This announcement serves as a notice of intent that the US Army Corps of Engineers, Louisville District proposes to award to SAIC, an individual contractor, a sole-source contract for environmental engineering services at Savanna Army Depot Activity, Illinois. This sole-source acquisition is in accordance with the exceptions to full and open competition outlined in the Federal Acquisition Regulations (FAR) part 6.302-1. Louisville District is currently responsible for a remedial investigation and feasibility study (RI/FS) at Savanna Army Depot Activity that involves 180 sites. Contractor must have on-site historical knowledge since 1994 and have performed research on the installation history including past-employee interviews in the development of the EBS. Contractor must have experience working with Savanna BEC, OSC, the BTC, and the regulators (USEPA & IEPA). Contractor must be able to provide historic information and technical support at work plan and SMART team meetings (PRX, PRT/ITR, optimization plan, etc). Contractor must have an approved QAPP for Savanna. Additional reasons for sole source with SAIC: The RI/FS has been underway for several years. A change of contractor would delay the overall project RI/FS completion by 1 to 2 years and would increase costs significantly (est. $1-1.5 million). The DCQAP, a living document, is in its 9th addendum. Currently, there are over 600,000 environmental sampling data points (investigative work) on the contractor's GIS system. Additional cost will be incurred in the establishment of a new/different system that could process the data. Contract capacity of current contract (Baltimore District) has been reached. Other Government cost-reimbursement contracts with SAIC are not available for this use. The site for services will be Savanna Army Depot Activity, Savanna, Illinois. The period of performance will commence on or about May 1, 2001, and continue through April 30, 2002. Two one-year options will be available if needed. Any party that can provide identical or equivalent services must respond within thirty (30) calendar days from the date of this notice. Written responses must provide clear and concise documentation indicating why it is more advantageous to the Government to consider other than the contemplated action.
