Description
This is a sources sought notice only. Langley AFB VA is seeking sources who desire to express interest in providing the following services. The following is a revision to a previous sources sought. Contractor will provide ADEQUATE personnel with a minimum of TOP SECRET clearances available to provide 24 hour, 7 days a week maintenance, equipment, tools, materials, supervision, and services necessary to perform uninterrupted secure and non-secure telephone service. Contractor will be required to provide tools and test equipment to work-on, test, trouble shoot, maintain and program switch with X-Windows Terminal, interface 2 Raytheon Medium Size Switches (RSU-1) with ALPHA processor, one Secure RSU-1 (Red Switch) and one non- Secure RSU-1 (Black Switch), as well as 1 secure (Red) Raytheon Digital Small Switch System (DSS-1), local and long haul circuits running though different types of truck interface equipment (Dual Phone Adapter (DPA), Dual Trunk Adapter (DTA), KG-84 Phone Interface (KPI), KG-84 Trunk Interface (KTI)) as well as interfacing with and keying Top Secret crypto equipment (KG-194, KIV-7). At this time there are about 175 Integrated Services telephones (IST), 8 local on-base circuits, located throughout Langley Air Force Base (*LAFB) VA , as well as 7 off-base long haul circuits, running through out the United States, with the main Switching equipment being in BLDG 693 LAFB VA. Contractor will need a good working knowledge of all transmission mediums (copper, fiber, coaxial, Integrated Digital Network Exchange (IDNX) and interface equipment), perform day-to-day fault management operation of network switches, transmission facilities, and related equipment at individual Defense Red Switch Network (DRSN) switching site. Provider will perform organizational-level maintenance on all equipment connected to the switch and switch extension up to the demarcation point (i.e. cable head). Contractor will administer DRSN hardware and software, troubleshoot and repair equipment failure, reconfigure network assets in response to valid tasking, maintain configuration control over assets, and report local conditions, that could affect network operations, to local maintenance control, Regional Operations and Security Center (ROSC) or Defense Information System Agency (DISA). Provider will conduct surveys, engineer, implement, and control features and functions at the end-user level (e.g., assignment and control of user instruments, features and telephone numbers) and special site-specific sub-networks that may share DRSN facilities (e.g., long haul and local circuitry, interfaces with tactical network circuitry). Contractor needs to have working knowledge of Windows 2000 as well as Office 2000. Contractor will provide maintenance on prescribed switching equipment in accordance with standard commercial practices. Database management will include authorized database changes as required by DISA, modifications, printing, purging, network routing, numbering, precedence levels, security access levels (SALs), calling area authorizations, alarm classifications, and systems tape backup. Ensure standardization that simplifies user operational procedures and enhances network performance. Contractor will provide real time maintenance on all ACC RED PHONES Monday _ Friday, 0730hr _ 01630hr, to exclude Federal holidays (i.e. if 558 circuit drops crypto it needs to be rekeyed in 10-30 minutes (4 people with top secret clearance will be needed to key this and all other local ckts.)) This will be normal response time for all troubles during duty hours. Please note: 4 people with TOP SECRET clearances will be needed to be on base to rekey Top Secret Crypto. This sources sought announcement is issued to facilitate the identification of potential interested offerors. A sources sought announcement is not a request for proposal and in no way commits the government to issue a solicitation or award a contract. Information obtained as a result of this notice will be used in completion of on going acquisition planning market research to determine the level of commercial interest in providing Red Switch services. This notice requests specific information concerning the status of interested sources. Information requested to be submitted in writing with each response is: (1) full name, address of the company, a point of contact (POC) name and phone number; (2) a statement with respects to business size standard of the company as defined by the Small Business Administration and North American Industrial Classification System (NAICS) #51331; and (3) a listing of references (not to exceed five) with name, description and magnitude, address and POC with phone number where the offeror is or has recently performed relevant Red Switch type services.
