THE GOVERNMENT DOES NOT POSSESS COMPLETE, UNRESTRICTED TECHNICAL DATA THEREFORE THE GOVERNMENT INTENDS TO SOLICIT AND CONTRACT WITH ONLY ONE OR A LIMITED NUMBER OF SOURCES UNDER FAR 6.302 AND 10 U.S.C. 2304(C)(1).
