- This is a Sources Sought Synopsis for a historical lease of Lighthouse Facilities, Cape San Blas, Site D-3, Eglin AFB FL. Section 110 of the National Historic Preservation Act (NHPA) of 1966 requires Federal agencies to preserve and maintain the historic property under their ownership of control. As one means of preserving and maintaining historic property, Section 111 of the NHPA authorized Federal agencies to lease their properties if the agency determines that the lease will adequately ensure the preservation and maintenance of those properties. Pursuant to Section 111 of the NHPA, sources are sought for a competitive historic lease of one lighthouse and two keepers' quarters at the Air Force-owned Cape San Blas Lighthouse Station in Gulf County, Florida. The primary objective is to lease one or all three structures to an entity that demonstrates the financial and technical ability to rehabilitate, maintain and preserve these structures in accordance with the Secretary of Interior's Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings. The Florida State Historic Preservation Office must also be consulted. Potential sources must demonstrate an ability to oversee public access that does not interfere with scheduled Air Force test missions. Compatibility with Air Force test missions and safety regulations may require evacuation of the Cape San Blas Lighthouse Station within 24-hours notice and remain closed to employees and the public for extended periods. No additional structures may be built on the adjacent areas although the lessee may construct a small parking lot if required. The lessee will be responsible for design construction, financing and operating the facility. The property is suitable for educational, museum or cultural use appropriate for structures of this nature. Descriptions of the three structures follow: (1) the Lighthouse is a "skeletal" tower that is 98 feet tall with eight cast-iron legs and cross braces to support the "Watch Room" and "Lantern" at the top of the tower. The legs of the bracing are bolted to concrete foundations. A cast-iron plate cylinder provides protected access to the lantern and is located in the center of the pyramid system of legs. The overall condition of the protective coatings and cast-iron metal work on the exterior of the lighthouse is poor due to extensive oxidation. There is lead-base paint throughout the structure. The optic for the lighthouse is a "Third Order Bi-valve" or "Clam Shell" Fresnel lens manufactured by Rarbier Benard and Ture in Paris, France. The Fresnel lens was originally installed in the third (masonry) Cape San Blas lighthouse in 1866. The electrical service for the operation of the lens system has been removed. Reillumination of the lighthouse is required for aesthetic purposes only and not as a navigational aid. Note: The lens is the property of the U.S. Coast Guard and the selected candidate must work with the U.S. Coast Guard to retain the lens. (2) The unrehabilitated Keeper's Quarters (Bldg 1) is the first of two wood-framed, two-story dwellings constructed in the early 1900s that housed keepers of the lighthouse. The design of these keepers' quarters exists only at Cape San Blas. Building 1 requires major rehabilitation work. It sits on cribbing used to move it from the water's edge to preclude further deterioration. (3) The rehabilitated Keeper's Quarters (Bldg 2) is the second of two wood-framed, two-story dwellings constructed in the early 1900s. Building 2 was totally renovated in April 2000 and modern utilities (electricity, plumbing, air and heat) added. Interested parties may arrange to inspect these properties by contacting Cathay Windsor at (850)-882-3283, Ext 348. In consideration for the rehabilitation requirements, the Air Force is contemplating a lease for a minimum of 5 years and a maximum of 30 years, subject to approval of the Secretary of the Air Force or designated official. This is not a contract involving government payment for services or supplies. This is a lease from the government to out grant access to these structures. The lease will be awarded to the financially and technically reliable offeror whose proposed use is judged to be the best value compatible with Air Force missions and consistent with the historic value of the keepers' quarters, affording opportunity for local citizen involvement, public access, education and enjoyment. Interested sources must submit the following information no later than 30 days from the date of publication: (1) name and description of organization, point of contact, title, address, E-mail and phone number; (2) documentation to validate nonprofit status (if applicable); (3) proposed use of each structure; (4) type and level of public involvement in proposed preservation effort, subsequent use, including public access and procedures for lighthouse station closure during testing missions; (5) statement of current and proposed lease time frame with financial capability statement (with appropriate documentation), and (6) statement of commitment to preserve historic structures and documentation of all experience related to the rehabilitation or maintenance of historic properties.
