- Description
- The Department of Defense Education Activity (DoDEA) is a Department of Defense field activity under the direction, authority and control of the Deputy Assistant Secretary of Defense for Personnel Support, Families, and Education. It is comprised of the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) and exists to provide for the education needs of eligible Department of Defense military and civilian dependents in grades kindergarten through 12 at sites both in the United States and overseas. DoDEA intends to award a contract utilizing Commercial (FAR Part 12) Contracting Procedures to procure student assessment packages for Mathematics (Grades 4, 8, and 10), Language Arts (Grades 4, 8, and 10), and Algebra I. All assessment packages shall be published, copyrighted and sold commercially. Each assessment package shall include: a student booklet, a summary and an individual student score report (electronic strongly encouraged) and administration instructions. Any prospective offeror(s) shall include technical support to assure successful evaluation of the assessment packages. DoDEA will award one or more contracts/orders for a pilot program through a competitive review process. The pilot program is will consist of a field review each assessment package. At the conclusion of the pilot program(s), DoDEA may decide to issue a follow-on contract to implement the successful assessment package(s) agency-wide. The estimated quantities for the follow-on procurement are: Mathematics: Grade 4, Qty -- 10,000 ea; Grade 8, Qty -- 6,700 ea; Grade 10, Qty -- 5,000 ea. Language Arts: Grade 4, Qty -- 10,000 ea; Grade 8, Qty -- 6,700 ea; Grade 10, Qty -- 5,000 ea. Algebra: Grades 7-12, Qty 6,000 ea. The proposed pilot program contract(s) will be firm-fixed. Any follow-on on procurement are anticipated to be a firm-fixed, requirements-type contract(s) with a base with option periods possible. The solicitation will be issued on or about 16 April 2001 and will close on or about 4 May 2001. Request for this solicitation must be in writing, via email, letter or fax. Telephonic requests will not be accepted or honored. Requests shall include the business's name, address, authorized contact person, telephone/fax number(s), and business size. The proposed procurement is unrestricted. The small business size standard is 5 million dollars average annual receipts over the past three years. The NAICS code is 611110. NOTE: All offerors must be registered in the Department of Defense Central Contractor Registration database in order to be eligible for an award or to have a payment issued against a Government contract.
