- CSAP will award a one year contract with four option years. The Fetal Alcohol Syndrome/ Alcohol-Related Birth Defects (FAS/ARBD) Center for Excellence shall primarily support knowledge development and coordinate existing FAS/ARBD efforts. The Center, however, is an innovation. While it will primarily be directed at knowledge development and synthesis, it will also be charged with completing activities related to designing training, targeted curricula, and materials development to support national dissemination campaigns. The Contractor shall gather a group of innovators, theoreticians and people familiar with 1) all aspects of FAS/ARBD, 2) services needed by those individuals with FAS/ARBD and their families, and 3) the applications of knowledge in the formation of attitude and behavior change. As a result, the FAS/ARBD Center for Excellence should be developed with a clear eye on making use of the theoretical information gained in the process of its work, which in turn should be viewed as multi-tiered, beginning with theory and ending in local implementation in diverse communities around the country. A DRAFT Statement of Work and DRAFT Performance Standards will be posted at the SAMHSA web site. The items are posted to obtain industry comments and industry standards, if applicable. Comments should be sent electronically to mringo@samhsa.gov. Comments will be received until April 2, 2001. The estimated date for issuance of this RFP is April 5, 2001 with responses due May 15, 2001. This solicitation may be obtained in any of three ways; by mail; picked up in person at 5515 Security Lane, Suite 640, Rockville, MD 20852; or, electronically at the SAMHSA web site: http://www.samhsa.gov/contracts. Files will not be made available on the Web Site until after the estimated issuance date. If you have a continuing interest in the RFP, notify the individual identified below that you wish copies of amendments to the RFP (if any) sent to you, or check the Web Site regularly for amendments which will also be posted there. Note: If you rely on the Web Site for obtaining amendments, SAMHSA has no way to assure, and therefore, assumes no responsibility for assuring you have downloaded these amendments. Requests will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the twentieth day will reach the requestor before the due date for receipt of responses.
