Description

The Health Resources and Services Administration (HRSA) proposes to negotiate a contract on a sole source basis with the Association of Physician Assistant Programs (APAP), 950 N. Washington Street, Alexandria, Virginia 22314, for continuing work in the development, implementation, and evaluation of five (5) specific priority projects for Physician Assistant (PA) education. The Association of Physician Assistant Programs is uniquely qualified to perform this work because they are the only professional organization representing the physician assistant (PA) training programs and addressing the important issues of accreditation of educational programs, certification, and continuing education requirements of PAs, the role delineation of PAs, and the overall goal of improving the quality and accessibility of health care through the selection, education, and deployment of PAs. APAP's unique database on PA programs and their evaluations gained from their previous program offerings will provide important and otherwise unavailable data for this contract. Based on the above, the Association of Physician Assistant Programs, is the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)(1) -- only one responsible source. A Justification for Other than Full and Open Competition has been prepared by the Government.
