CONTRACT INFORMATION: The U.S. Department of Transportation (DOT), Research and Special Programs Administration (RSPA), Office of Contracts and Procurement, DMA-30, 400 7th Street, SW, Room 7104, Washington, DC 20590 has a requirement for contractor support in conducting the Department of Transportation (DOT), Office of Emergency Transportation (OET) tabletop exercises as described below. This is notification of the issuance of the solicitation (Request for Proposals (RFP)) availability on the RSPA website for offerors' proposal submissions. The entire solicitation may be electronically downloaded at the following website address, (http://www.rspa.dot.gov)." under Procurement Opportunities. The pre-solicitation notice was previously posted on February 20, 2001, with solicitation number DTRS56-01-R-0005. This procurement is 100% SET ASIDE for SMALL BUSINESSES with the capabilities to perform the requirements as set forth in this announcement and the full solicitation which is available on the RSPA website address: (http://www.rspa.dot.gov). Governmental directives mandate Federal departments and agencies to aggressively develop plans and procedures for continuing essential programs and services in the event that a natural or manmade catastrophe place Continuity of Operations (COOP) or Continuity of Government (COG) planning in jeopardy. Contractor support is required to assist OET in preparing four tabletop exercises, as follows: (1) Continuity of Operations (COOP) Exercise involving the various components of the Office of the Secretary of Transportation; (2) An Administrator's exercise which will include the Administrators of the eleven (11) operating administrations (OAs). This exercise will involve a natural hazard scenario, such as a major earthquake; (3) A Continuity of Government exercise involving members of the National Emergency Team (NEMT), with the possibility of some team members participating remotely via technological communications channels. This scenario will involve a threat to national security and; (4) A Crisis Management Center (CMC) exercise involving the DOT CMC augmentation cadre from all operating administrations. This exercise will involve a terrorism scenario and be conducted in 2 iterations (each 3 to 4 hours duration). The four exercises referenced above are designed to implement disaster plans and procedures. Both the facilitator and administrative support specialist must possess a Top Secret security clearance. Please access the RSPA website for the full solicitation. Reminder: This procurement is 100% SET ASIDE for SMALL BUSINESSES. The contract period of performance will be for a base year (twelve months (12)) with the possibility of two (2) option years. The North American Industry Classification System (NAICS) code for this procurement is 541611 and the small business size standard is $5 million. It is anticipated that this procurement will be a Cost Plus Award Fee type contract. All responsible sources may submit a proposal, which shall be considered.
