Description
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. (ii) This solicitation is a Request for Quotation, reference Number GS05T01BQ0003. (iii) This RFQ document and incorporated provisions and clauses are those in effect through FAC 97-23. (iv) This RFQ is issued under Full and Open Competition and is a small business setaside. NAICS Code 334210 applies. Size Standard 1,000 employees. (v) Provide a price for CLIN 001 Hardware/Software; CLIN 002 Tone Commander 6220T 20 Button ISDN sets. (250); CLIN 003 Tone Commander 6220T 20 Button ISDN user guide. (250); CLIN 004 Tone Commander NT1-296 Powered Racks, NT1 Card File (4); CLIN 005 Tone Commander NT1-200 Battery Back Up (4); CLIN 006 Tone Commander NT1U-223TC Triple NT1 Cards. (42); CLIN 007 Installation per phone; CLIN 008 Training per session. Quantites are identified in parentheses. (vi) This requirement is to procure, install, test, and document a new telephone system for the Chicago Drug Enforcement Agency. The Contractor shall procure, install, test and document the ISDN sets and NT1 racks and cards. GSA service programs should be considered for the ISDN equipment. The task is to be performed with one milestone consisting of performing required tasks with specific deliverables. The milestone and its associated deliverable are as follows: 2.2.1 Milestone 1 -- The contractor shall procure, install, test, and document with residual operator reference documents for the DEA facility. Deliverable 1 Certification Report of Telephone System. The contractor should specify all telephone components installed, and certifying that the entire system has been successfully tested and is currently operational. User guides to be provided to each user during on site-training, or a video tape on using the telephones for future users, equipment operating manuals, inventory of equipment installed, as well as any other documents relevant to understanding the system. The contractor shall provide a letter certifying that the ISDN telephones and other peripheral equipment was properly installed and is ready for use. A check-off list, documenting actual testing of the following items [at a minimum] shall be provided as part of the Certification Report: ISDN telephone sets each telephone line must be checked for local and long distance dialing capability. Each feature and call appearance on the sets must be checked. DEA personnel must sign off at acceptance. NT1's must be checked. Battery Back Up capability must be tested prior to acceptance of system. Telephones need to be labeled. Client has decided to fill out his or her own station review sheets and then will supply a copy to the contractor for the station labels. The majority of work to be performed will be completed in the DEA office space. The period of performance of this task will commence after award of the task but not before an orientation meeting agency including the Contractor and government representatives to be held not later that 20 government working days after award. The contractor will provide in their proposal a schedule of work performance for the entire project expressed in weeks. All work to be completed prior to September 30, 2001. Clearances. Prior to any meetings with DEA, contractor will need to supply the DEA with a Driver's license of each person who will be involved with the task. Some work shall be done in secure areas and contractor employees shall require a Government escort in those areas. The contractor will comply will all rules and regulations in effect at the client location. The client has requested ten (10) group sessions with 15 20 people in each group from DEA. Training time and dates will be scheduled with the client. Contractor will furnish all necessary tools and equipment required for performing a successful installation. Kickoff Meeting. The Contractor shall initiate work for this task by meeting with key client agency representatives to ensure a common understanding of the requirements, overall understanding of the project, and review the background information and materials provided by the client. Discussion will also include the scope of work, deliverables to be produced, how the efforts will be organized and the project conducted, assumptions made, and expected end results. A concerted effort shall be made to gain a thorough understanding of the client agency expectations. Kick-Off Meeting Report: The contractor shall provide a report of problems, open issues, resolutions and recommendations within 15 working days of the meeting. FAR 52.212-2 shall apply to this acquisition with low price and past performance as evaluation criterion upon determination of technical acceptance.
