Description
The Albuquerque Operations Office intends to issue an award for bistatic Interferometric Synthetic Aperture Radar (IFSAR) related test and analyses in support of the Symbiotic Communications (SYCO) Technology Program. In support of this program, Sandia National Laboratories will provide technical assistance and oversight to the Department of Energy. Prospective offerors must have personnel and facilities cleared to operate at the Top Secret level. The contract will commence on April 6, 2001 via letter contract. The period of performance under Phases 1A and 1B is 24 months, subject to availability of funds. Prospective offerors are expected to provide their own equipment and expertise in order to conduct the following work effort: 1) examine potential source waveforms and document potential processing gain, range side-lobe characteristics, and imagery resolution, and identify processing techniques and requirements (processing algorithms will be tested on simulated data and recorded data when available); 2) document direct path collection/cancellation requirements and methods; 3) characterize bistatic clutter using appropriate models in potential test and operational geometries; 4) document candidate signal sources for bistatic Interferometric Synthetic Aperture Radar (IFSAR). Compute and document source power on target, available bandwidth, spectral density, availability and area coverage; 5) collect potential signal source waveforms using rooftop antennas and available data recorders; and 6) collect bistatic clutter returns using appropriate sources. The applicable NAICS is 334511. Responses are due by COB on April 4, 2001.
