- NASA/HQ plans to issue a 1-year contract to the Space Policy Institute at George Washington University, in support of NASA Headquarters History office. The authority is only one responsible source 10 U.S.C.2304(c)(1). The Space Policy Institute received, on a competitive basis, the original contract awarded by NASA for the first volumes of the documentary history. Since that contract's completion the scope of the documentary history effort has shifted and there is a requirement for a separate volume dedicated to the historical evolution of Shuttle and Space Station. With the experience of the earlier research effort, the Institute is considered the only responsible source to undertake this follow-on volume. The earlier experience helped to expand immeasurably their expertise and laid the ground work for this volume's preparation. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Statement of Work -- for the Exploring the Unknown -- Selected Documents in the History of the U.S. Civil Space Program, Volume VIII, Space Shuttle and Space Station The contractor will research, select, compile, and edit with introductions historical materials documenting the history of Shuttle and Space Station. These materials should be primarily textual, but may include some graphic material as appropriate. These documentary materials, as well as the introductory essays, should reflect historically the social, cultural, economic, managerial, and political dimensions of Shuttle and Space Station, as well as its scientific and technical aspects. While the materials selected should emphasize the role of NASA in the pursuit of Shuttle and Space Station for the civilian space program, they should also reflect influences and ramifications of Shuttle and Space Station in other countries and other U.S. agencies, including the Department of Defense. The contractor's effort should-result in the typescript equivalent of a one-volume publication incorporating 150-200 selected and edited seminal documents suitable for publication. The documents should be organized by subject and presented chronologically within each subject area, through 1994. In addition, each document shall be introduced by an explanatory headnote, while each subject shall be introduced by introductory essays, written by the project team or appropriately qualified experts, providing the historical background and context for the documents assembled under each subject heading. All archival material located during the course of this work will be made available to the NASA History Office for future reference. Among the sources to be used in this project, at a minimum will be the various periodic editions of the chronologies Astronautics and Aeronautics; works in the NASA History Series; other historical, management, and public policy literature; U.S. Congressional reports, hearings, and other publications; NASA records; selected relevant NASA publications; scientific papers; the papers of key people working in the field; the "NASA Management Information Digest," the annual Aeronautics and Space Report of the President; related aeronautics and space documents located at the National Archives and Records Administration, Library of Congress, presidential libraries, or other depositories. The contractor assumes responsibility for obtaining any permission necessary to reproduce or reprint any materials used. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:00 p.m. local time on April 4, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
