Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Solicitation number is M2832801SS0080T and this is a Request for Quotation (RFQ). This solicitation document incorporates provisions and clauses in effect through FAC 97-23 AND DAC 91-13. This is a 100% small business set aside under simplified acquisition procedures; the standard industrial code is 3999 and the small business size standard is 500 employees. The following item is intended to be purchased for the Government on a firm fixed price contract. Engine Can for LAV Engine, silver series and Transmission 653, P/N: 16550 Manufacturer Champion Company, brand name or equal. Overall dimensions: 85L x 50W x 63H, Empty weight: 1310 lbs, Loaded weight: 2480 lbs, Top section material: 14 gauge; Bottom section: 12 gauge. To be delivered FOB Maintenance Operations Section, 1st Maint Bn, 1st FSSG, Bldg 43700 Marine Corps Base, Camp Pendleton, California; no later than 20 weeks after receipt of order. All responsible sources may submit a quote along with DUNS Number. All Contractors submitting a must be registered in the Central contractor Registration database to be considered for award. FAR 52.212-1 Instructions to Offerors -- Commercial Items (Mar 2000) applies to this acquisition. Quoters are required to complete and include a copy of the following provisions FAR 52.212-3 Offeror Representations and Certifications -- Commercial Items (FEB 2000) with their quotes. The FAR Clause 52.212-4, Contract terms and Conditions -- Commercial Items (MAY 1999), applies to this acquisition. FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items (AUG 2000) applies with the following applicable clauses from paragraph (b): FAR 52.203- Restrictions on Subcontractor Sales to the Government-Alternate I, FAR 52.222-26 Equal Opportunity, FAR 52.222-35 Affirmative Action for Special Disabled and Vietnam Era Veterans, FAR 52.222-36 Affirmative Action for Handicapped Workers. FAR 52.225-21 Buy American Act-North American Free Trade Agreement Implementation Act-Balance of Payments Program. DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items (Jan 1999), applies with the following clauses applicable from paragraph (b): DFARS 252.225-7001 Buy American Act and Balance of Payment Program. DFAR 252.225-7036 North American Free Trade Agreement Implementation Act. Also included DFAR 252.204-7004 Required Central Contractor Registration (Mar 98), DFAR 252.232-7009 Payment by Electronic Funds Transfer (CCR). Any Contract awarded, as a result of this so1icitation will be an order certified for National Defense use under the Defense Priorities and Allocations System. The Government intends to make a single award to the responsible quoter whose quote conforming to the solicitation is the most advantageous to the Government considering price and price-related factors. The following factors shall be used to evaluate quotes: (1) Quoters technical capability to meet the Government's needs (2) Delivery schedule of Supplies (3) Price. If quoting other than brand name, a specification sheet needs to accompany the quote to be considered as equal. Quotes must be received no later than 4:00 PM, PST, 06 April 2001. Quotes sent via the U.S. Postal Service should be mailed to the Contracting Office, U.S.M.C./ P.O. Box 1609, Oceanside, CA 92055. Federal Express should be sent to Contracting Division, Bldg. 22180, Camp Pendleton, CA 92055. All quotes not sent through the U.S. Postal Service will be considered to be hand carried and direct delivered. Hand carried quotes must be delivered to Building 22180, Contracts Division, Camp Pendleton, CA. Direct delivery of quotes is only possible during weekdays, excluding federal holidays, between the hours of 7:00 a.m. and 4:30 p.m. Quotes may also be submitted via facsimile number (760) 725-8445 or (760) 725-4346, Attn: SSGT Karen D Knepp/Beverly Hardy. Quoters bear the burden of ensuring that all pages of the quote reach the designated office before the deadline specified in this solicitation. The quoter bears the risk of non-receipt of facsimile transmissions and should confirm by telephone that any facsimile was received. Facsimile transmissions must clearly state the solicitation number and the name of the contracting officer on the first page to ensure proper receipt. This procurement is prepared utilizing Simplified Acquisition Procedures.
