- This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). Cryopump Specifications: The following is required to rehab a NASA vacuum chamber: Cryopump: Closed cycle G-M refrigerator with LN2 cooled. Pumping speed, as determined by AVS standards: 30000 liter/sec for N2 20000 liter/ sec for H2 90000 liter/sec for H2O 23500 liter/sec for Ar Cooldown time from room temperature: 240 minutes Crossover : 2000 Torr-Liters of N2 Throughput at 20 K: 20 torr-liters per second for Argon,as determined by AVS standards Pump capacity: 30 std liters of Hydrogen at 5x10e-06 torr, as determined by AVS standards 6000 std liters of Argon at 5x10e-06 torr, as determined by AVS standards 6000 std liters of N2 at 5x10e-06 torr Refrigeration capacity at 20 K: 14 watts, as determined by AVS standards Inlet flange: 35" ASA, 41.75" o.d. by 35.625" i.d. 28.5" bc, 14 holes, each 0.875" dia, 36" id oring by 0.25" cross section (Oring included, viton construction). Roughing flange: NW50 clamp flange type. 3-5 psig pressure reliefv valve with KF40 end fitting. =" parker Ultraseal fitting for the purge tube with blank and =" bored tailpiece 2 silicon diode temperature sensors located on the helium cooled sail. Sensors mate to model 818 lakeshore readout. ="" npt female pipe fittings for LN2 connctions . LN2 cooled shroud to have no joints in the vacuum volume. With vacuum jacketed terminations on the head end of the cryopump. LN2 consumption at steady state: 3 gal/hr 18 month limited warrantee Max weights 900 lbs. Cryopump must be compatible with existing NASA Glenn CVI cryopumps in bldg 301 for ease of replacement in the event that one fails during an important test. Cryopump cold head must also be the same construction as the existing CVI cold heads in bldg 301 as the technicians have been trained in the repair and rebuilding of CVI cryopumps. Cryopump/coldhead must utilize the same parts as existing NASA Glenn CVI cryopumps in bldg 301 to prevent the need to keep an excessive number of spare parts on hand for repairs. Compressor: Water-cooled, max 1.5 gpm Remote start stop capability. Modular construction with face seal oring interconnections 480 V 3ph 60 cycle . 5.5 kw max 280 lbs Compressor must be interchangeable with existing NASA Glenn CVI cryoopumps in bldg 301 for ease of replacement in the event that one fails during an important test. Compressor must be of the same construction as the existing NASA Glenn CVI compressors in bldg 301 as the technicians have been trained in the repair and rebuilding of CVI pumps. Compressor must also utilize the same parts as existing NASA Glenn CVI cryopumps in bldg 301 to prevent the need to keep an excessive number of spare parts on hand for repairs. Misc: O&M manual 20 ft cables and lines between cryopump and compressor. Installation tool kit included. Description: The quantity is 1 each for all items. (1.) 35" flanged cryopump system including contact for remote operation. CVI part number TM900 or equal. (2.) Silicon diode temperature readout, digital display 115V, 1PH, 60HZ. CVI part number 818 or equal. (3.) Purge gas heater, 115V, 60HZ, 300 watts display 115V, 1PH, 60HZ. (4.) Solenoid purge valve, 1/4", 115V. (5.) Gaseous nitrogen vent valve. The provisions and clauses in the RFQ are those in effect through FAC 97-20. The NAICS Code and the small business size standard for this procurement are 339111 and 500, respectively. The quoter shall state in their quotation their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. The DPAS rating for this procurement is DO-C9. Quotations for the items described above are due by COB 4-4-01 and may be mailed or faxed to NASA/Glenn Research Center, 21000 Brookpark Road, Cleveland, Ohio 44135, FAX: 216/433-2480, and include, solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. If the end products quoted are other than domestic end products as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance. It is critical that offerors provide adequate detail to allow evaluation of their offer (see FAR 52.212-1(b). Quoters must provide copies of the provision at 52.212-3, Offeror Representation and Certifications -- Commercial Items with their quote.
