Description
17. The Coast Guard has a full and open requirement for large-size open-link welded steel buoy chain and bridles used for mooring navigational buoys in the coastal and inland waters of the United States. The open-link chain is made from low-carbon steel and electrically welded. It is to be manufactured in accordance with USCG specification number 377J dated October 2000. The specification will be provided with the solicitation package. The bar diameter of the common links used in the various sized chain required are: l__; 1-1/8_; 1-1/4_; 1-1/2_; 1-3/4_; 1-7/8_, 2_, 2-1/8_, and 2-1/4_. Chain is furnished in ninety-foot (90_) lengths called _shots_. The estimated annual chain requirement, including all sizes, is 1,533 shots. The bridle sizes required are 7/8_x10_; 1_x12_; 1-1/4_x15_; 1-l/2_x18_; l-l/2_x20_; and l-l/2_x26_. The estimated annual bridle requirement quantity, including all sizes, is 969. Per statute 14 U.S.C. Section 97(a), Coast Guard Buoy Chain, or substantially all of its components, must be produced or manufactured in the United States. To receive a solicitation, interested businesses may download the IFB at http://www.eps.gov/ It is anticipated an IFB will be available at that web address in early April 2001 with sealed bids due 30 days after issuance of the IFB. The resulting contract will be a firm-fixed price Indefinite Delivery Requirements-type contract with a base year and four option years. Delivery will be FOB destination to various USCG locations. The destinations will be provided with the solicitation package. For Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
