- Description
- The Navy is seeking qualified sources willing to provide land-haul services in the vicinity of Richland WA using a government-furnished rubber-tired, self-propelled modular transporter combination (SPMT). In addition, sources, must be willing to provide maintenance and operation services for the SPMT and any other government-furnished or contractor-furnished equipment needed to perform these off-load and land-haul services. Off-load and land-haul services would include: a) Assisting tug operators to dock the transport barge; b) Ballasting the transport barge; c) Off-loading the load from the transport barge onto the SPMT: d) Moving the loaded SPMT from the Port of Benton more than 25 miles over paved highways and gravel roads at a maximum speed of about 3 mph to the off-load site: and e) Off-loading and placing the load in its final position. Maintenance and operation services would include: a) Initial receipt inspection, checkout, load testing, operational testing and operator training; b) Routine maintenance; and c) Minor and major repairs. d) Periodic load testing and operational testing; and e) Operating the equipment as required to perform off-load and land-haul services. Possible annual requirement for a base year period of performance estimated to begin as early as the fall of 2002, with the possibility of four one-year option periods. Possible load sizes range from approximately 1,100 short tons to approximately 2,600 short tons in weight, 33 to 42 foot nominal width, 33 to 43 foot nominal height and 38 to 50 foot length. The Navy has contracted in the past to transport ship sections weighing up to 1,680 short tons using contractor-owned, towed, rubber-tired platform trailers. In addition, the Navy has conducted a Market Survey to determine the feasibility of purchasing a large transporter capable of transporting ship sections up to 2,750 short tons in weight. That market survey indicated that it is feasible to transport such a load using a rubber-tired, self-propelled, modular transporter combination. The Navy, via a separate "sources sought," is also seeking qualified procurement sources for the SPMT itself. Ownership will insure that a transporter of adequate capacity is available and dedicated to long term Navy use. That announcement will appear in the Subpart- Supplies, Equipment and Material, Class Code 23: Ground Effect Vehicles, Motor Vehicles, Trailers and Cycles-Potential Sources Sought. Information submitted should not exceed 5 pages and should describe the contractor's capability and past experience providing the specific types of services being sought for loads in excess of 1,000 short tons. This information will be used to develop a source list for possible future solicitations. This announcement is not a formal solicitation and is not a request for proposal. No contract will be awarded from this announcement. No reimbursement will be made of any costs to provide information in response to this announcement or any follow-up information requests.
