Description
The purpose of this synopsis is to announce a U.S. Joint Forces Command, Joint C4ISR Battle Center request for information (RFI) from industry. The intent of the RFI is to identify a mature interim capability that meets immediate CINC C4ISR warfighter needs at the JTF level in the area of Information Retrieval and Delivery Management. JBC is not in the development business and seeks capabilities that can be put in the hands of the CINCs within 18 to 24 months of the beginning of a JBC assessment. Therefore, submissions should be GOTS or COTS based with minimal requirement for development. Potential technologies should meet one or all of the following core principals: smart push of survival information; user pull planning information as required; each item of stored data will have a single, discrete source of reference; establish precedence of information and distribute accordingly; control access, browsing, and subscription within a unit or geographic boundary. The capability should increase access to information, increase awareness to information, improve delivery of that information, or enhance a commander's ability to control and prioritize information access, awareness and delivery within the commander's Area of Responsibility. The functionality should be able to reside as an application on GCCS and other DII-COE compliant systems. It should not introduce any vulnerabilities to the system on which it resides. It should be at least DII COE Level 6 compliant. The Government intends to work with industry to identify capabilities that may be a candidate for a JBC FY 01 Information Retrieval and Delivery Management Project and to assess each for maturity, jointness and warfighter utility. Those interested in responding to this RFI should submit responses to price@jbc.jfcom.mil. JBC will accept responses for 30 days from the date of this CBD announcement. What the JBC is interested in is a brief "white paper" description of a capability that you think may fit the requirements described above. The response should normally be 10 pages or less and should describe how the capability can meet the stated need and why you think it is sufficiently mature and joint that it should be considered as a candidate solution for the Information Retrieval and Delivery Management project. Submission of a response to this RFI will not result in compensation by the Government or commit the Government to any form of contractual agreement.
