- THIS IS NOT A SOLICITATION ANNOUNCEMENT. IT IS A SOURCES SOUGHT SYNOPSIS ONLY. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources for a potential contract that will focus on compiling files of truck registrations for each of the 50 states and the District of Columbia for the 2002 tag year. Registrations must be as of July 1, 2002. Interested parties must be able to do the following: (A) The contractor would provide counts of the universe of trucks registered for the 2002 tag year summarized for each state by body type by Gross Vehicle Weight (GVW) or body type by state registered weight. Trucks registered as passenger vehicles must be identifiable and included in the truck universe counts. Excluded from the truck universe counts would be buses, ambulances, fire trucks/fire apparatus vehicles, motor homes, mobile homes, passenger car station wagons, trailers, farm tractors, automobiles not on a truck chassis, off-road vehicles, and any level of government (state, local, or federal) owned vehicles. The contractor would provide a count for the total number of vehicles removed for each state. (B) The contractor would edit the files to meet the following conditions: (1) All duplicate registrations must be removed, (2) All registrations must have mailable names and addresses, and (3) All registrations must be Vehicle Identification Number (VIN) coded. (C) The contractor would code all trucks and assign them to one of the five following vehicle types for sampling purposes: (1) Pickups, (2) Vans. (3) Straight trucks, excluding pickups and vans, with GVW less than or equal to 26,000 pounds, (4) Straight trucks, excluding pickups and vans, with GVW greater than 26,000 pounds, or (5) Truck tractors. Additionally, the trucks would be coded and assigned to one of the following eight GVW classes: (1) 6,000 lbs. or less, (2) 6,001 -- 10,000 lbs, (3) 10,001 -- 14,000 lbs, (4) 14,001 -- 16,000 lbs, (5) 16,001 -- 19,500 lbs, (6) 19,501 -- 26,000 lbs, (7) 26,001 -- 33,000 lbs), or (8) 33,001 lbs. or more. (D) The contractor would select samples of registered trucks from the edited state universe files using a sample selection procedure supplied by the BOC. Sample files would be randomly sequenced by vehicle type and GVW class. (E) The contractor would provide the following information for each truck in the selected sample: (1) State of registration code, (2) License number (state license number only), (3) Standardized make abbreviation of the vehicle, (4) Vehicle model, (5) Model year, (6) State registered weight, (7) GVW class code, (8) /Owner name and address, (9) Lessee name and address (if applicable)/Body type code, (10) Cab type code, (11) Vehicle type code, (12) Vehicle identification number (VIN), (13) Fuel type code, (14) Number of wheels/wheels driving code, (15) Series, (16) Cylinders, (17) Cubic inch displacement (CID), (18) Expiration date of MVA registration, AND (19) Transaction date of MVA registration. (F) The contractor must have the capability of transmitting virus-free files via CD-ROM or encrypted e-mail. (G) The contractor would provide the following information in a timely manner: (1) Provide the BOC test files for both the universe counts and the state sample files for approval. The universe test file must be delivered by July 15, 2002 and the state sample test file must be delivered by September 30, 2002. (2) Transmit universe counts by state to the BOC starting no later than August 15, 2002 and ending by October 27, 2002, and (3) Deliver twenty state sample files by October 31, 2002. Seventeen additional state sample files must be delivered by November 30, 2002 , and the balance must be delivered by February 16,2003.
