Description

The U.S. Environmental Protection Agency, National Center for Environmental Assessment (NCEA), intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, and retain the services of Dr. Karnosky for the purposes of reviewing, summarizing and writing an update of the formation he wrote in the 1996 document for the present AQCD. Dr. Karnosky was the author of the information discussing the role of genetics in plant response to ozone and its implications for both managed and natural ecosystems in the section "Factors That Modify Plant Response" of the chapter dealing with the Environmental Effects of and Related Photochemical Oxidants which makes him uniquely qualified to perform these services. This is not a request for quotations. However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact within 15 days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
