Description
The Government intends to procure on a sole source basis to SenseMaking Technologies Corporation a technical report on Self-Synchronizing Collaborating Units: Augmenting the Creation and Sharing of Team cognitive Constructs and Artifacts. This is a combined Synopsis/Solicitation in accordance with Federal Acquisition Regulations Part 13. No RFQ will be made available. Questions may be directed to the Purchasing Agent responsible for this announcement via e-mail. SPECIFICATIONS: The scope of this level of effort contract is to conduct research, which shall focus on further delineation of the Group Cognition Model, and to reduce the burden and increase the effectiveness of Command and Control in self-synchronization. Pre-battle planning, strategic battle planning, tactical battle planning and operations, execution, feedback, and lessons learned are parts of the "living" battle plan which supports self-synchronization. Research on collaborating participants who must perform joint tasks will be conducted and will provide guidance in augmenting the capacity of shipboard crews to achieve self-synchronizing joint actions among warfare units. The contractor shall conduct research and experiments, which will begin to identify team cognitive constructs that are used to create and share interpretations of stimuli that is both task specific and those relevant to collaboration on task specific joint actions. This research will provide the basis for future research and experiments on team cognitive constructs to understand how these constructs can be used to augment (1) reconciling conflicts in meaning over the same display, (2) relating relevant constructs with diagrammatic representations, (3) interpreting Battle Commander intentions, (4) identify the defining value(s) in the overlapping figures in diagrams, (5) developing methodologies for sharing information about cognitive constructs, and (6) dynamically creating ad hoc team constructs in novel situations. The contractor shall identify how existing technology supports the creation and sharing of stimuli, including cognitive constructs. The contractor shall identify baselines for employment of push and pull technology to manage stimuli needed to achieve self-synchronization. The contractor shall identify improvements in outcomes such as: knowledge created and shared, team enhancements, and process performance.
