Description

The National Imagery and Mapping Agency (NIMA) is announcing a competitive Broad Agency Announcement (BAA) for research and development for Neuroscience Enabled Computer Vision (NECV). The Advanced Research and Development Division of NIMA's Acquisition and Technology Directorate has identified better understanding of brain-based mechanisms of visual processing as an enabling technology area that has the potential to dramatically impact NIMA's mission. To realize this potential, NIMA is soliciting proposals for research at the intersection of the biological visual sciences and computer vision domains. This BAA will be available on or about 21 March 2001 at http://164.214.2.59/poc/contracts/contracts.html. This web-site will be used to publish all BAA documents, schedules and notices and will also include a Question & Answer (Q&A) document. Questions shall be submitted to the Contracting Officer via e-mail. Questions and answers applicable to all prospective offerors will be included in the Q&A document. In conjunction with the above mentioned web site, this announcement represents the totality of available information regarding this acquisition. Revisions to the BAA will not be published in the CBD; therefore, interested parties should stay apprised of this solicitation, including revision information and answers to submitted questions, by checking the NIMA/PC public web-site above. To encourage teaming and sub-contract arrangements, a bidder's list will be maintained and available at the same web-site. Please send e-mail addressed to the Contracting Officer with a name and phone number or e-mail address if you wish to be included on this list. Proposals shall be submitted electronically and simultaneously to eichelberk@nima.mil and kretschj@nima.mil. The intended due date for proposals is 07 May 2001 14:00 EST. However, the date/time is subject to change. Dates will be posted in the BAA document Section XI. The technical POC is Dr. Jeff Kretsch, (703) 262-4554.
