Description

This is a pre-solicitation notice for official travel operations of Commercial Travel Offices. The contractor will be required to provide all personnel, equipment, materials, supervision, and other items as necessary to perform the management and operations of commercial travel offices at Defense Travel Regions (DTR) 1, 2, 4, 5, National Capital Region (NCR), and other designated DOD or US Government Activities. DTR 1 includes the states of AZ, CA, CO, HI, ID, MT, NV, OR, UT, WA, and WY. DTR 2 includes AL, FL, GA, MS, VA, NC, SC, TN, PR and VI. DTR 4 includes CT, DE, KY, MA, MD, ME, NH, NJ, NY, OH, PA, RI, VT and WV. DTR 5 includes AR, KS, LA, MO, NE, NM, OK and TX. NCR includes locations at the Pentagon, Fort Myer, Army Material Command Building, Hoffman Building One, Hoffman Building Two, Fort Belvoir, Humphreys Engineer Center Support Activity, All Sources Analysis System Project Office, Defense Logistic Agency, Defense Nuclear Agency, Defense national Stockpile Center, Defense Contract Audit Agency, Washington Headquarters Services, Defense Threat Reduction Agency and the Central Imagery Office in the state of Virginia; National Defense University, and Walter Reed Army Medical Center in the District of Columbia; US Army Research Laboratory, US Army Concepts Analysis and Uniformed Services University of the Health Sciences in the state of Maryland; the National Imagery Mapping Agency in Virginia, Maryland and the District of Columbia and the Defense Environmental Security Corporate Information Management Program Office, and Defense Advanced Research Projects Agency, Arlington VA. This acquisition will be issued unrestricted as a commercial purchase and awarded using Federal Acquisition Regulation Parts 12, Acquisition of Commercial Items and 15, Contracting By Negotiation. The performance period is one base year beginning Feb 2002 through Feb 2003, plus eight 6-month option periods beginning with the period Mar 2003. Current estimated travel volume is projected to be approximately $471 million dollars annually. Basis of award will be price (including options), past performance, technical factors (quality control, work experience) knowledge of traditional travel services and online booking, participation of small business and small disadvantaged business concerns, and transaction fees with past performance significantly more important than price. Release of the solicitation will be via the Internet only. Interested parties may download the solicitation from www.mtmc.army.mil/parc/parc1.htm where it will to be posted on or about 17 Apr 2001. No paper copies of this solicitation will be issued. The closing date and time for submission of offers will be in the solicitation package. When the solicitation is posted, it is imperative interested parties review this site frequently for any updates/amendments. By submission of an offer, the offeror acknowledges the requirement that a prospective awardee must be registered in the Central Contractor Registration (CCR) database at www.ccr2000.com prior to award, during performance, and through final payment of any contract resulting from this solicitation. Lack of registration in the CCR database will make an offeror ineligible for award. All responsible sources may submit a proposal, which will be considered by the agency.
