17. Design services to furnish complete construction documents (Plans & Specifications) and construction period services for Project 573-01-806, "Install Wet Scrubber System" project includes modifying and retrofitting the existing incinerator system for installation of a pre-purchased wet scrubber system for compliance with the EPA's and Florida Department of Environmental Protection (FDEP) Hospital/Medical/Infectious waste incinerator regulations. The A/E firm selected for the design will be required to perform all necessary site survey work, such as verifying record drawings and existing asbestos survey reports. The A/E firm selected will be required to retain a Certified Industrial Hygienist (CIH) to provide expertise in all aspects of assessing, abating, monitoring, and making recommendations concerning asbestos within the project scope of work. Firms should have the capability of producing construction drawings on a computer-aided drafting and design (CADD) system and furnish VA with 3 1/2" diskettes containing such drawings at construction completion. CADD system shall be compatible with Autocad Release 14 Software. Selection will be based upon recent specialized experience and technical competence in the type of work required, professional capacity to accomplish work, professional qualifications of staff and consultants assigned to project, past performance on contracts with Government agencies and private industry, in terms of cost control, quality of work, compliance with performance schedules, and other appropriate evaluation criteria. Estimated construction cost of this project is between $250,000 and $500,000. Firms desiring consideration should submit SF 254's and SF 255's (See Note #24) by close of business 4/18/01.
