- Description
- The Fleet and Industrial Supply Center, Norfolk Naval Shipyard Annex proposes to solicit utilizing an unrestricted basis as full and open competition for technical and engineering services for ship alteration. It is anticipated that two contracts will be awarded utilizing an indefinite delivery/indefinite quantity time and material type contract. The duration of the contract will be for base year from the date of the initial contract award with an option for four one-year option periods. The contractor under a ship alt installation contract shall perform ship checks, calculations, engineering effort to design and develop Ships Installation Drawings (SIDs), the update and correction of selected record drawings, perform calculations and design analysis, develop Interference Control Logs, Drawing Schedules, ship check reports, and weight and moment data and other technical data and specifications necessary to accomplish a full range of alterations, repairs and improvements to naval ships and technical service when ordered by written task orders for ships and crafts. The contractor under a marine mechanical contract shall perform the above tasks for large lead marine/mechanical ship alteration repairs and improvements to naval ships and technical service when ordered by written task orders for ships and crafts. These efforts shall include full interdisciplinary participation in the naval architecture, structural, electrical and electronic areas as necessary to provide a complete integrated product. The evaluation factors are as follows: (a) Offerors shall submit a management plan, which demonstrates an understanding of the statement of work, (b) Offerors shall demonstrate work experience within the past five (5) years of similar scope, magnitude and complexity of that detailed in the statement of work, (c) Within the Personnel factor, the offeror shall provide the required number of resumes for each labor category, including key labor category resume(s) of a subcontractor, if applicable, (d) Offerors shall submit sample task estimates for each task in the statement of work which demonstrate an understanding of the statement of work, and (e) Offerors shall demonstrate the Management Efficiency methods to be employed for the prevention and early detection of discrepancies and methods to preclude recurrences. Response date for submission of proposals will be established in the Request for Proposal (RFP) when issued.
