- 17. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number N00173-01-R-MS02, is issued as a request for proposal (RFP). The solicitation, document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23 and DFARS Change Notice 20001213. The North American Industry Classification System (NAICS) code is 333314 with a small business size standard of 500 employees. Contract line item number (CLIN) 0001 is for one each of a high fluence adaptive optics system. Description of Requirements: 1.) The complete device must be built on a single die equipped with on-chip control electronics. 2.) Sustain, without being damaged, an incident laser irradiance of 1.25W/cm^2 CW (10 mm beam diameter) and a peak irradiance of 125kW/cm^2 (10 mm beam diameter) at 15 kHz. 3.) The device must be able to direct (steer) and modify the shape of a laser beam without significantly degrading beam quality. a) the maximum beam divergence caused by the device (all mirrors combined) must be less than 1 mrad; b)The mirrors must not adversely affect the beam uniformity (inducing hot spots, cold areas, etc.). 4.) The reflectivity must be at least, 95 1%, through the entire 3 to 5 m and 8 to 12 m spectral regions. 5.) A square mirror array must be at least, 11 by 11 micro-mirror elements (for a minimum of 121 elements). 6.) Each micro-mirror element must tilt independently along two perpendicular axis (X and Y), and must be able to tilt each micro-mirror element at a different angle for both axis (X and Y). 7.) The maximum tilt angle for the X-axis and Y-axis must be, at least, 30 full angle for each axis. 8.) The angular resolution of the device (or the maximum tilt error of each micro-mirror element) must be better than 1 for both axis. 9.) The total response time (time to tilt from the reference position to the maximum tilt angle) must be less than 100 ms. 10.) Each micro-mirror element must have a minimum flatness equivalent to f# 10 or better. 11.) The device illumination uniformity (i.e., the worst case peak-to-valley intensity uniformity) must be less than 15%. 12.) It must be possible to stabilize the temperature of the device at 5 C. 13.) The micro-mirror device must be able to sustain vibrations at frequencies up to 1600 Hz (with velocity amplitude less than 0.5 in per second) without any reduction in operating performance. 14.) The micro-mirror device must include an electronic driver to command the on-chip control electronics that can be linked to a computer through a standard interface e. g. Universal Serial Buss, Institute of Electrical and Electronics Engineers high speed serial bus standard (IEEE 1394). The required delivery date is one year from date of award. The contractor shall deliver the system, all transportation charges paid, to destination in accordance with the clause entitled FAR 52.247-34 FOB Destination (NOV 1991). Award will be made to the responsible offeror proposing the lowest price that meets or exceeds the acceptability standards for non-cost factors.
