- Description
- Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to acquire Type 18I MIL-ADF Antenna Assemblies. Quantities include three first article units (one unit for full testing; two units for production testing), and a maximum of 64 production units, including option quantities. The Type 18I MIL-ADF Antenna Assembly is an improved antenna assembly developed by the Naval Undersea Warfare Center for installation on Type 18 periscopes. With the exception of some added features to support injected RF tests, the Type 18I Antenna Assembly is functionally equivalent to the current MIL-ADF antenna stack. The improved antenna assembly is packaged in a larger diameter radome that allows for a larger Low Omni directional Bicone antenna for improved performance at the low frequency end. The prototype design also incorporates Low Noise Amplifiers (LNA) in each Omni path, an improved VPA amplifier, a new GPS antenna design, new polarization grids for omni-directional antennas, and dielectric materials to improve DF antenna patterns. The design reuses current MIL-ADF antenna components to the greatest extent possible. Components that are reused include the Cavity Backed spiral antennas, limiters, Pin Diode switch, and the Mid and High Omni antennas. The antenna assembly shall be manufactured with commercial-off-the-shelf (COTS) components. A proposal for an antenna assembly design that incorporates custom or proprietary components will be rejected as unacceptable. A performance-type specification will be issued with the solicitation. Parts of the specification are under a Confidential Security Classification. In order to be cleared to receive the entire specification, a potential offeror should e-mail (preferred), write, or call the Contracting Officer and provide its CAGE Code and name and address of the person eligible to receive classified material. Technical and Price Proposals will be required for a best-value determination by the Government. Evaluation factors include Technical/Management Approach, Past Performance, Facilities and Price. Contract type will be Firm-Fixed-Price. Delivery to NUWCDIVNPT. First Article Acceptance Testing will be completed 15 months from contract award. Production lead time is 9 months from authorization, delivery will be four units per month thereafter. Procurement history: Sonalysts, Inc. of Waterford, Connecticut has delivered a limited number of Type 18I Antenna Assemblies. Sperry Marine and American Electronics Laboratory (now BAE) produced Type 18 Antenna Assemblies. Sonalysts built the assemblies based on a NUWCDIVNPT design, which will be provided with the classified specification as information only; it is not the required specification. NAICS Code is 334511; size standard is 750 employees. The acquisition is unrestricted. Estimated release date for the solicitation is 9 April 2001.
