Description
The FISC Norfolk Detachment Philadelphia intends to acquire, on a Sole Source basis with Canaveral Pilots Association, pilot services for submarine and surface vessels visiting the Port Canaveral Area. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basic contract period is 22 November 2001 through 21 November 2002. The contract will also contain four (4) one year option periods. The period of performance, inclusive of options, will total 60 months. The contractor shall have a minimum of two (2) pilots available for Government use as required throughout the term of the contract. All pilots handling any U.S. Naval vessel shall hold licenses for the Port Canaveral area issued by the Coast Guard Service and the State of Florida as a first-class pilot unlimited tonnage for Port Canaveral. After one (1) year of training, Florida State Deputy Pilots may be allowed to handle U.S. Navy vessels within the confines of their Deputy Pilot License, as limited by the restrictions imposed by the Board of Pilot Commissioners of the State of Florida and administered by the Canaveral Pilots Association. The Deputy Pilot may be authorized, under the jurisdiction of the senior pilot on duty in Port Canaveral, to handle U.S. Navy vessels not exceeding their State imposed limitations. The applicable North American Industry Classification System (NAICS) Code is 48833. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals, however, information received within forty-five (45) days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for purposes of determining whether to conduct a competitive procurement. The Government will not pay for information received.
