- As part of the implementation of NATO's Automated Financial System Project (NAFS) using Oracle Financials Application 11.0.3 Database Oracle 8.0.5, and covering some 19 sites from Norfolk, Virginia USA to Izmir, Turkey, a team of experienced personnel is being assembled as part of the implementation team. The Central Administration of the NAFS Project is looking to recruit six experienced Oracle Financials Consultants with implementation expertise. These personnel should have the same prerequisites in common ans follows: Citizen of a NATO member nation, Secret Security clearance by NATO Nation, current and valid passport, able to travel and be away for several weeks at a time, experience of Oracle Financial Application 11.0.3, ability to work under pressure, on own initiative and without supervision, to strict and tight deadlines, competent in the documentation of work done and ability to adapt to occasionally changing work schedules. Individual prerequisites are: Two consultants will be experienced with combined Purchase Order and Accounts Payable implementation experience. They shall have experience and understanding of SSAP including accrual accounting, excellent understanding of Oracle Purchasing and Accounts Payable, expertise from setup to the functional payment generation, understanding of PO and AP process flows, RRQ's, requisitions, commitments, budget accounting, all types of purchase orders, month end and year end processes for purchase orders and accounts payable. Ability and understanding of inventory and property accounting procedures. Through understanding of the AP implications of changes in the PO process, ability to use desktop integrator (ADI) or Discoverer a bonus. Two shall have Oracle General Ledger implemetation experience with experience and understanding of SSAP and accrual accounting module integration into GL (consequences of changes in Oracle purchasing and AP, etc). Able to handle issues from set up to functional reporting, ability to use FSG, Discoverer and ADI, able to understand principles of consolidation, understand flex segments and segment values (key and otherwise), understand parent/child relationships, and co-combinations. Thorough understanding of: GL implications of PO and AP process flows, budget accounting requisitions, commitments, internal controls to include: user access, responsibilities, combination rules. Understanding of subledger level for PO/AP with issues relating to 2,3,4, way matching and tolerance settings and revaluation of commitments & PO's etc. Month end and year end process for GL including consolidation. Two personnel shall be experienced Database Administrators with implementation experience. These personnel shall know Oracle Database 8.0.5, Windows NT/2000 and be able to install and maintain Oracle applications accross different operating system environments. Must be able to configure, size and fine tune Oracle RDBMS accross different operating system environments, detailed understanding of Oracle Financials underlying table structures, knowledge of SQL language, able to manage, install and apply code corrections (patches), ability to write and execute auto scripts for such tasks as automatic activation of concurrent manager, CCmgr log clearance and general hosekeeping. NATO anticipates awarding contract by 01 May 2001 with a 15 May 2001 start date. Contract will be for period of 15 May 2001 through 31 December 2001. Proposal should include one option period for 01 January 2002 through 31 December 2002. Please separate technical and cost proposals. Prospective bidders must submit curriculum vitae with proposal. SACLANT/NATO intends to award a time and materials contract and may cancel this solicitation at its discretion. Split awards may be possible.
